What's Behind the PM's Significant Change on Enhanced Ties to Europe?

The Prime Minister's remarkably clear tilt on the United Kingdom's post-Brexit relations to the European Union on Saturday was intended to communicate to business, to European institutions, and to fellow EU nations, alongside his political supporters.

A Revised Framework for Relations

Tighter after-Brexit trade links are projected to be looked at as through an yearly cycle of government-to-government discussions as opposed to solely at the current year's official assessment of the trade and cooperation agreement.

When the UK completed its departure from the EU in early 2021, the prevailing deal emphasised independence from EU rules instead of seamless commerce for British exporters across Europe.

The current recalibration outlines harmonising with EU rules in specific fields to help the free flow of trade: agri-food goods, power, and carbon trading.

Commercial Requests

A prominent industry organisation last month released a detailed set of additional asks in different fields to assist exporters overcome new bureaucratic hurdles that has impacted the trade of goods.

Its internal research reported that a significant number of business members felt that the existing agreement was impeding commercial success.

A number of other areas could, feasibly, see a similar approach – harmonisation with EU regulations – in as a trade-off for minimising trade obstacles across industry, in the car industry, industrial chemicals, or for example in value-added tax systems.

Continental Perception

EU governments were disappointed by the limited scope in last year's reset, notably the British rejection of ideas put forward by some commentators regarding the effective return of British goods to the single market.

The precise arrangements on electricity and agricultural regulations is yet to be agreed. Within the administration, there is some recognition that the rapidly changing world has evolved further.

Domestic Considerations

Domestically, the leadership also foresees being outflanked on Brexit not just one opposition party, but potentially others, which is targeting its traditional heartlands in upcoming council elections.

The Premier's latest comments are stem from a confluence of commercial realities, electoral strategy and global dynamics as the UK embarks upon a year that will see the ten-year mark of the decision to leave the European Union.
