Britain and France Plan to Send Military Personnel to the Country if a Ceasefire Accord is Agreed

Placeholder Diplomatic Meeting

The UK and France have formalized a declaration of intent concerning the deployment of military forces in the nation should a peace deal be struck with Moscow, the British leader, Keir Starmer, has stated.

Following talks with allied nations in Paris, he indicated that the allies would "create military hubs throughout Ukraine and erect protected installations for weapons and equipment" to discourage any subsequent invasion.

The partner countries also proposed that the US would assume leadership in overseeing a ceasefire.

Moscow has repeatedly cautioned that any foreign troops in Ukraine would be considered a "legitimate target", but has not yet commented on this new declaration.

Background and Ongoing Conflict

Moscow's leader Vladimir Putin initiated a full-scale invasion of Ukraine in early 2022, and Russia at this time holds roughly 20% of the country's land.

"This represents an essential component of our commitment to stand with Ukraine for the long-term," remarked the British leader.

Top officials and top officials from the "Partner Group" took part in the Paris negotiations.

He stated at a combined announcement, Starmer noted: "It establishes the framework for the juridical structure under which British, French, and partner forces could function on Ukrainian soil, defending Ukraine's airspace and waters, and regenerating Ukraine's military for the years ahead."

The PM also stated that Britain would take part in any US-led confirmation of a prospective ceasefire.

Protection Pledges and Diplomatic Positions

Lead American diplomat Steve Witkoff stated that "lasting security guarantees and substantial prosperity commitments are vital to a lasting peace" in Ukraine – referring to a key condition made by the Ukrainian government.

Witkoff indicated the partner nations had "largely finished" their work on agreeing such assurances "to ensure the Ukrainian people know that when this war ends, it ends permanently."

Jared Kushner, ex-President Donald Trump's special envoy, also took part in the talks.

Separately, French President Emmanuel Macron stated that Ukraine's supporters had made "major progress" at the talks.

He said that "comprehensive" security guarantees for Ukraine had been settled upon in the event of a possible truce.

President Volodymyr Zelensky commented that a "significant advance" had been made in Paris, but added that he would only deem efforts to be "sufficient" if they culminated in the end of the conflict.

Earlier, he indicated a peace deal was "90% ready". Finalizing the outstanding 10% would "shape the outcome of the agreement, the destiny of Ukraine and Europe".

Remaining Challenges

  • Land and security guarantees have been at the heart of ongoing disputes for the parties involved.
  • The Russian President has often said that Kyiv's military must pull back from all of Ukraine's eastern Donbas or Russia will seize it, refusing any compromise over how to finish the war.
  • The Ukrainian President has thus far ruled out surrendering any land, but has proposed that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia reciprocates.

Russia presently holds approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The pair of oblasts form the industrial region of Donbas.

The original US-led multi-point peace plan that was widely leaked to the media last year was viewed by Ukraine and its European allies as being disproportionately favorable in Russia's direction.

This led to a period of intensive discussions – with the involved parties trying to amend the proposal.

Last month, The Ukrainian government submitted the US an updated framework – as well as additional documents detailing possible defense assurances and arrangements for Ukraine's recovery, he said.
